Functions & Duties of Office Bearers
President

(i) He shaH be the head of the Institute in respect of general supervision, ‘finances and shall see to the proper enforcement of the rules and regulations.

(ii) He shall preside over the General Meeting, Extra Ordinary General Meetings and meetings of the Executive Committee.
(iii) He shall have full authority on any point of order raised and his interpretation of the rules shall be considered to be final. In the event of disorder, he shall have power to require any member creating disturbance to withdraw from the meeting or to summarily dissolve the meeting or suspend a member from subsequent attendance of meeting till the Executive Committee takes decision.

(iv) In the event of equality of votes, the President shall have the power to exercise his casting vote.
(v) The President may delegate his powers to one of the Vice- Presidents during the period of his inability to look after general supervision, finances and proper observance of rules.

(vi) n case, the Executive Committee fails to hold elections at the expiry of the extended period, he shall be empowered to suspend the Executive Committee and hold fresh elections. Vice-President He shall act during a temporary absence of the President and shall have concurrent powers, but shall have no power to over-ride the decision of President.

The General Secretary

(i) He shall call the meeting of the Executive Committee at least once in a month and keep its minutes.

(ii) He shall include in the agenda of the meeting of the Executive Committee all pending matter of the business, if any, mentioned for the Requisitioned Executive Committee Meeting and the resolution or resolutions proposed to be moved by a member of the Committee.

(iii) He shall be in charge of the Institute, its buildings, furniture, and control of its staff and supervise all the activities and functions of various sections of the Institute.

(iv) He shall see that all income of Institute be regularly deposited in the Bank or Banks and that the quarterly accounts of the Institute be submitted to the Executive Committee through him.

(v) He shall have the power to suspend any Casual Member or cancel his membership.

(vi) He may, under special circumstances, appoint or dismiss sweeper, durwans, peons etc. subject to the approval of the Committee. In case of dismissal, however, the employee or employees so dismissed shall have the right to appeal to the Executive Committee.

(vii) He shall have power to grant one month’s leave on full pay to the employees of the Institute on completion of twelve month’s service provided always that all employees of the Institute, on fulfilment of the condition mentioned above shall be entitled to one month’s leave with full pay or one month’s additional salary in lieu thereof and provided further that they may be granted fifteen days Causal Leave in a year. Leave without pay may, however, be granted to them for a period not exceeding one month in a session, subject to the approval of the Executive Committee.

(viii) He shall submit to the Executive Committee a statement of accounts certified by the Treasurer at the end of every quarter and shall present the financial statement of the session in the Annual General Meeting after its approval by the Executive Committee.

(ix) He shall collect the yearly action plan and budget from the Secretaries of different Sections and present the same in the Executive Committee meeting convened for the purpose of finalisation of yearly action plan and budget.

(x) He shall have the power to call for tenders of any kind on behalf of the Institute.

(xi) He shall attend to the correspondence and day to day affairs of the Institute. He shall carry out or cause to be carried out all the resolutions adopted in the Executive Meeting or General Meeting or Extra Ordinary General Meeting.

(xii) He shall represent the Institute before all authorities and forums and exercise such powers as is necesary for conducting the affairs of the Institute consistent with the resolutions and decisions of the Executive Committee. He shall also have the authority to delegate power vested in him to any office bearer or member of the Executive Committee. Assistant General Secretary He shall assist the General Secretary in the discharge of his duties and shall ordinarily act during the General Secretary’s temporary absence provided that the Assistant General Secretary shall not operate the Bank accounts .during the period he acts unless the Executive Committee decides otherwise.

Treasurer

(i) He shall be the custodian of the Institute funds and all the valuable papers and documents and shall be responsible to the Executive Committee for the same.
(ii) He shall keep a regular account of the Institute money and shall ay all bills of the Institute through the General Secretary which have been passed for payment or which fall under heads of expenditure previously sanctioned by the Executive Committee.
(iii) In all matters, he shall be guided by the provisions made in the rules relating to accounts.

Social Secretary

He shall organise, in consultation with the General Secretary various social functions of the Institute like the Voum-unN abi, the Youm-e-Shahadat, the Republic Dy, Independence Day, Mushayera etc. and shall be responsible for management of the same. He should prepare the yearly action plan and budget for the Section and submit the same to the General Secretary in the beginning of a session and also maintain events calendar. He should plan and make programmes for attainment of the social cause enumerated in the objects The The Muslim institute. In respect of accounts he shall always be guided by the provision made in the Rules relating to accounts.

Education Secretary

(i) He shall be responsible for development; organising and conducting of activities on academics and promotion of education.
(ii) He shall be responsible for making liaison with Universities, Educational Councils, Government Departments of education and other Regulatory bodies for conducting of different educational programs. (Eli) He shall arrange for Ictures on various subjects by eminent scholars from to time.
(iv) He shall make arrangements for language classes as well as coaching classes for needy and poor students.
(v) He shall arrange for facilities for studies in various religions and cultures in general and Islamic Studies in particular.
(vi) He shall arrange for arrange for promotion of studies in Arts and Literature.

(viii) He should plan and make programs for attainment of the educational cause enumerated in the objects of The The Muslim institute.
(ix) He should prepare the yearly action plan and budget for the Section and submit the same to the General Secretary in the beginning of a session and maintain events calendar. In respect of accounts he shall always be guided by the provision made in the Rules relating to accounts.

Literary Secretary

(i) He shall be responsible for the various literary activities of the Institute save and except those relating to Debates and the Library.
(ii) He shall arrange for lectures on various sub subjects by eminent scholars from time to time.
(iii) He shall arrange for literary meets, elocutions, story reading sessions, symposium, etc. from time to time.
(iv) He shall help in maintenance of The The Muslim institute journal.
(v) He should prepare the yearly action plan and budget for the Section and submit the same to the General Secretary in the beginning of a session and maintain events calendar. In respect of account he shall always be guided by the provision made in the Rules relating to accounts.

Library Secretary

(i) He shall remain in charge of the Library and Free Reading Room of the Institute and shall be responsible for the day to day running of the section, maintenance of discipline and also maintenance of events calendar and other records including its accounts and register of assets including books.
(ii) He shall see that rules of the Library Section are strictly followed.
(iii) He shall be responsible for annual stock-taking of the Library, results of which shall be included in the Annual Report.
(iv) He shall suggest, from time to time, to the Executive Committee books and periodicals to be added to the Library and shall see that books are kept in proper order.
(v) He shall prepare and supplement catalogues from time to time and in general supervise the work of the Library and the Reading Room.

Billiards Secretary

He shall remain in charge of the Billiards Section of the The Muslim institute and shall be responsible for the day to day running of the section, maintenance of discipline and also maintenance of events calendar and other records including its accounts and register of assets. He shall organise tournaments in the Institute and shall be responsible for making liaison with WBBA and other Authorities concerned. He should prepare the yearly action plan and budget for the Section and submit the same to the General Secretary in the beginning of a session. In respect of accounts he shall always be guided by the provision made in the Rules relating to accounts.

Table Tennis Secretary

He shall remain in charge of the Table Tennis Section of the Institute and shall be responsible for the day to day running of the section, maintenance of discipline and also maintenance of events calendar and other records including its accounts and register of assets. He shall organise tournaments in the Institute and shall be responsible for making liaison with WBTTA and other Authorities concerned. He should prepar. the yearly action plan and budget for the Section and submit the same to the General Secretary in the beginning of a session. In respect of accounts he shall always be guided by the provision made in the Rules relating to accounts .

Gymnasium Secretary

He shall remain in charge of the Gymnasium Section of the The Muslim institute and shall be responsible for the day to day running of the section, maintenance of discipline and also maintenance of events calendar and other records including its accounts and register of assets. He shall organise body building competitions in the Institute and shall be responsible for making liaison with WBBBA and other Authorities concerned. He should prepare the yearly action plan and budget for the Section and submit the same to the General Secretary in the beginning of a session. In respect of accounts he shall always be guided by the provision made in the Rules relating to accounts.

Carrom Secretary

He shall remain in charge of the Carrom Section of the Institute and shall be responsible for the day to day running of the section, maintenance of discipline and also maintenance of events calendar and other records including its accounts and register of assets. He shall organise carrom competitions in the Institute and shall be responsible for making liaison with WBCA and other Authorities concerned. He should prepare the yearly action plan and budget for the Section and submit the same to the General Secretary in the beginning of a session. In respect of accounts he shall always be guided by the provision made in the Rules relating to accounts.

Debate Secretary

He shall make necessary arrangements for debates and debating competitions to be held in the Institute as often as possible but at least once in a month. He should prepare the yearly action plan and budget for the Section and submit the same to the General Secretary in the beginning of a session. In respect of accounts he shall always be guided by the provision made in the Rules relating to accounts.

Drama & Music Secretary

He shall make necessary arrangements for organising stage plays, drama festivals and workshops on drama and also organise musical events and competitions in the Institute as often as possible. He shall be responsible for making liaison with Cultural Organisations and other Authorities concerned and also build and maintain contacts with people who may help develop this section. He should prepare the yearly action plan and budget for the Section and submit the same to the General Secretary in the beginning of a session and maintain events calendar. In respect of accounts he shall always be guided by the provision made in the Rules relating to accounts.

Football Secretary

He shall remain in charge of the Football Section of the Institute and shall be responsible for development the game. He shall build a strong football team of the Institute for participating in Leagues and tournaments. He shall be responsible for making liaison with IFA and other Authorities concerned and also build and maintain contacts with people who may help develop this section. He should prepare the yearly action plan and budget for the Section and submit the same to the General Secretary in the beginning of a session. In respect of accounts he shall always be guided by the provision made in the Rules relating to accounts.

Hockey Secretary

He shall remain in charge of the Hockey Section of the Institute and shall be responsible for development the game. He shall build a strong Hockey team of the Institute for participating in Leagues and tournaments. He shall be responsible for making liaison with BHA and other Authorities concerned and also build and maintain contacts with people who may help develop this section. He should prepare the yearly action plan and budget for the Section and submit the same to the General Secretary in the beginning of a session. In respect of accounts he shall always be guided by the provision made in the Rules relating to accounts.

Cricket Secretary

He shall remain in charge of the Cricket Section of the Institute and shall be responsible for development the game. He shall build a strong Cricket team of the Institute for participating in Leagues and tournaments. He shall be responsible for making liaison with CAB ad other Authorities concerned and also build and maintain contacts with people who may help develop this section. He should prepare the yearly action plan and budget for the Section and submit the same to the General Secretary in the beginning of a session.
